The debate around charging for baggage returned to the political scene with MPV nº 1089/21, which promotes several legislative changes aimed at simplifying the sectoral regulatory framework and reducing bureaucracy.
During its course in the Chamber of Deputies, a parliamentary amendment was approved to ensure “gratuity” for the dispatch of up to one piece of luggage on national and international flights. This amendment proposes to include a provision in the Consumer Defense Code for this purpose.
This topic is not new. At the time of MPV nº 863/18, edited to formally lift the restrictions for the expansion of foreign capital in Brazilian airlines, an amendment with a similar intention was approved by the National Congress. Several entities, public and private, demonstrated their opposition to this proposal, which ended up being vetoed by the President of the Republic under the central argument of the need for greater competition in the sector.
